The Natural Resources Conservation Service provides leadership in a partnership effort to help people conserve, maintain and improve our natural resources and environment. Conservation efforts are achieved through various programs such as the environmental quality incentives program, conservation technical assistance program and wildlife habitat incentives program. The NRCS and Bucks County Conservation District work cooperatively on these efforts.

The Army Corps of Engineers has been involved in regulating activities by others in navigable waterways through the granting of permits since 1899. Passage of the Clean Water Act in 1972 greatly broadened this role by giving the Corps authority over dredging and filling in the waters of the United States, including many wetlands.

The Board of County Commissioners consist of three members who are elected countywide to 4-year terms. State law requires both major parties to be represented on the Board. For that reason, county residents can vote for only two of four candidates seeking the three commissioner positions. The commissioners then elect one of their members as chairperson.
The commissioners appoint all department heads and most members of boards, authorities and commissions. They also approve hiring of all county administrative employees. As members of the Salary Board, they determine employees’ pay along with the County Controller and other elected row offices.
The three commissioners manage all county property and finances. They compile and execute the budget, which includes setting tax rates for real estate. The operating budget for 2007 is $448 million. There are nearly 2,800 full and part-time county employees with over 1,200 employed in 24 hour/day, 7 day/week operations (nursing home, prison and youth center, 9-1-1, emergency services and security).
The commissioners are responsible for elections, voter registration and for the maintenance of county bridges. They also supervise the Courthouse and other county buildings and grounds such as the district courts, social services, libraries, and the county park system. In addition, they are also responsible for nearly 10,000 acres of park land and open space and one of the most successful farmland preservation and open space acquisition programs in Pennsylvania.

The Bucks County Agricultural Land Easement Program was established in 1990 as part of the Pennsylvania Farmland Protection Program (Farmland Preservation Act, Act 149 of 1988). The joint state/county easement purchase program provides funds for agricultural conservation easement purchases. The easement limits use of the land to agricultural operations in perpetuity. Land owners apply to the Bucks County Agricultural Land Preservation Board, which meets monthly and works with farmers interested in farmland preservation. Applications are received at the end of each calendar year. To date, the program has preserved 94 farms totaling over 8,500 acres. The program has a goal of preserving 10,000 acres by the end of 2007.

The Bucks County Open Space Program seeks to provide municipalities and non-profit organizations the best in technical assistance for the preservation or protection of farmland, parks, and natural areas. Through the use of County open space bond funds, overwhelmingly approved by voters in 1997, the county has helped preserve nearly 4,100 acres of open space.
