Chapter 102 Pilot Program now includes both NPDES Individual Permits AND PAG-02 General Permits

On May 1, 2024 the Pennsylvania Department of Environmental Protection (DEP) introduced a Pilot program in select counties, including Bucks County, to evaluate new procedures for improving the quality of applications received and accelerating the review of Chapter 102 Individual NPDES Permit applications. DEP has now expanded the Pilot program to include Chapter 102 General NPDES Permit Notices of Intent (NOIs). To determine your eligibility, please use the Pilot Program Summary Document.

The Pilot program will end when specified by DEP on its construction stormwater website.

To request an initial pre-Application Meeting, please fill out and submit the following two pre-application forms to our office:

• The Pre-Application Meeting Request form BCCD 102 PAG-02 General and Individual Permit Pilot Program Pre-Application Meeting Request and Policy along with a $250.00 check made payable to BCCD.

• DEP Chapter 102 Pre-Application Meeting Request Form. The box for the Pilot Program should be checked on the DEP form to indicate your interest in the program.
